This PR bumps our dependency on
Uno.Microsoft.Xaml.Behaviors.InteractivityandUno.Microsoft.Xaml.Behaviors.Interactivity.WinUIto a stable version, removing our dependency on the prerelease version of 3.x originally added alongside UWP .NET 9 support.
